Recognize the current status of the textile industry


At the meeting, Li Ling Shen made a report entitled "High-quality development of China's textile industry and scientific and technological innovation." He pointed out that in the past five years, the development of China's textile industry has progressed steadily and has always been an important force of the Chinese economy. The total processing volume of China's textile fibers increased from 45.3 million tons in 2012 to 54.2 million tons in 2016, accounting for 53.47% of the global share from 53.41% in 2012 to 2016.


Li Lingshen analyzed the development status of China's textile industry. At present, China's new fiber material technology has achieved major breakthroughs. Differentiated, functionalized fiber processing and production and development technologies have made breakthroughs and the differentiation rate has been continuously improved; functional fiber materials have basically reached the international leading level; bio-based chemical fiber and raw material core technologies have made new progress, initially forming an industrial scale; and high performance. The fiber varieties are complete, and the scale of production capacity has ranked first in the world.


Newly improved textile processing technology. The product variety is continuously enriched, and the added value is continuously improved; the textile processing equipment is continuously developing, automation, high speed, and information.


New achievements have been made in energy saving and emission reduction and recycling of resources for printing and dyeing. The progress of printing and dyeing technology and management have been improved, water consumption, energy consumption, and pollutant emissions have decreased significantly, and wastewater treatment capacity and water reuse rate have been increasing year by year; during the “Twelfth Five-Year Plan” period, water consumption per unit of products in the printing and dyeing industry has increased by 2.5 tons/100 meters. Decrease to 1.8 tons/100 meters, a decrease of 28%; Overall energy consumption decreased from 50 kg standard coal/100 meters to 41 kg standard coal/100 meters, a decrease of 18%; Water reuse rate increased from 15% to 30% Low-temperature bleaching of cotton fabrics, continuous pre-treatment and washing of knitted fabrics, salt-free dyeing of cotton fabrics, dyeing of yarn coatings, and other technologies to achieve breakthroughs and industrial applications; bio-enzyme refining, short wet steaming, foam dyeing, knitted fabrics Great breakthroughs have been made in the study of open-width dyeing, ultrasonic dyeing, plasma technology, and non-aqueous media dyeing technologies; clean production and automated control in the printing and dyeing industry have been greatly improved, process parameters have been acquired and controlled automatically, and chemicals have been automatically weighed and transported. The digital printing technology represented by digital ink jet printing and color separation printing has been industrialized, and some companies have broken through the whole process of digital processing technology.


The rapid development of industrial textiles has expanded the textile epitaxy. Diversification of raw materials, non-woven composite processing technology, high-end weaving molding technology, and finishing technology applications have achieved results.


Textile equipment technology and manufacturing levels have increased significantly. The domestic market share of domestic textile equipment has reached more than 80%, and the local production rate of key domestic high-end equipment has reached more than 50%.


Great progress has been made in building technological innovation capabilities. A number of new technological innovation systems and platforms have been established; a number of textile industry technology alliances have been established and become an important form of industrial integration innovation.


The textile standard system is further improved. Since 2012, China's communist system and revision have completed and issued 900 textile standards, with 692 Chinese marks, a net increase of 530 items compared to 2011, totaling 2111 items, and completing 184 criteria for inclusion in the key areas of the Outline of the Strong Power; There are 21 items of international standards that are sponsored.


At the same time, Li Ling Shen also pointed out that the industry transformation and upgrading still faces enormous challenges. The supply side and structural problems that have accumulated in the early development of the industry are becoming increasingly prominent; the comprehensive cost advantage is gradually weakening, and it is subject to dual pressures from developed and developing countries; the contradiction between overcapacity and effective demand in some areas is more prominent. The homogenization phenomenon is serious; the pressure on national environmental protection management and environmental resource constraints facing the development of the industry is gradually increasing; the contradiction between innovation development and path dependence is more serious; the conversion rate of scientific and technological achievements is low and the cost of innovation is high; trade The environment is becoming increasingly complex, and the influencing factors of sustainable development have increased and the uncertainty has increased.


The next step in the development of the industry will focus on new fiber materials, high-tech textiles, high-end equipment, smart manufacturing, and green manufacturing.


Cao Ting-rui made a report entitled "Insist on innovation and accelerate the transformation and upgrading of the industry." He talked about the work and measures of the Ministry of Industry and Information Technology for the development of the industry from the aspects of finding gaps, strengthening the foundation, filling short boards, and creative design. He said, first, to find the gap: We should clearly understand the lack of innovation in the textile industry, there are serious shortages in the industry R & D investment, the past high-speed development stage, fight the scale, fight the number, fight prices, fight costs The development of woollen spinning is gone forever. We should abandon the old play in that mode and way of thinking, insist on innovation-driven, increase scientific and technological research and development, and form our own core competitiveness. Second, a strong foundation: the formulation and release of industry plans, standards and industrial policies. Formulate and publish development plans and policy documents; actively implement the “Three Goods” strategy; use industrial policies to guide the development of the industry. Third, fill the short board: the right medicine to form the key support and policy measures. Build national-level manufacturing innovation centers; implement strong foundation projects; carry out green manufacturing; and strengthen industry creative design capacity building. Fourth, to promote innovation: to promote the textile industry to the high end of the industrial value chain. We will vigorously promote smart manufacturing, accelerate the innovation of new materials, and promote the construction of industrial Internet. Fifth, the tree is typical: use pilot demonstration methods to lead the industry in high-quality development. The first is the demonstration project of smart manufacturing pilots; the release of green manufacturing demonstration list; the demonstration of enterprise innovation; the cultivation of key brands; the industrial design center; the construction of a pilot demonstration park (platform) for textile and apparel creative design.


Realize 100% sewage treatment in the whole industry in 3 years


Wang Jiayi addressed the conference with the theme of “building green parks, promoting green technologies, and making green weaving the industry's logo”, focusing on issues encountered in China's 2017 filament weaving industry, the major work of the association, and the economic performance of the industry. Introduced the key work of the industry in 2018.


Focusing question 1: Wujiang greatly compressed water jet loom to influence industry supply and demand?


At the beginning of 2017, the news from the Wujiang area required 340,000 sets of water jet looms in the area, which should be compressed to 102,000 units in three years. This caused the whole industry to shake. The Filament Association promptly investigated that it was not necessary to eliminate this industry. It is planned to use 3 years to “shut down a batch of batches, standardize batches, and promote a batch of batches”, focusing on shutting down “waterless looms without licenses, without licenses, without environmental impact assessments, without records, and without authorization” ie low-slump bulk enterprises. Through standardization and promotion, large-scale enterprises will all be concentrated in industrial parks, and 100% of wastewater treatment and reuse of water will be realized. Wang Jiayi said that this approach is in line with the direction of healthy development of the industry and has little effect on the balance between supply and demand of the entire industry.


Focus problem 2: 100% sewage treatment, water reuse 100% feasible?


According to Wang Jiayi, the market demand for filament fabrics continues to grow, and the chemical filament filament weaving industry will be one of the few industries in China's textile industry that has maintained steady and rapid growth. Water-jet looms are the most common fabrics for chemical fiber filaments. Best models, future demand and investment will maintain growth. At this stage, the technology for the reuse of wastewater from the water jet loom is mature and the cost is reasonable. The problem of industrial wastewater treatment is mainly a management issue. Concentrated in part of the small-scale scattered infrastructure of enterprises is not in place, there is the problem of stealing and stealing; most of the park's wastewater treatment to achieve 100%, but the reuse is not high; part of the sewage treatment plant, processing quality can not meet the requirements of reuse; The local governments of individual clusters did not fully understand the filament industry and adopted simple measures of “substituting for pressure”. Wang Jiayi emphasized that it is feasible for the filament industry to achieve 100% sewage treatment and reuse of 100% of reclaimed water. It requires the joint efforts of associations, local governments, and enterprises. The water jet loom is not a pollution device, and green weaving can become the logo of the filament weaving industry. .


Focus issue 3: What is the trend of the filament industry?


Wang Jiayi stated that in 2017, the industry's output will grow steadily. The industry showed a booming production and sales situation. According to the statistics of the association’s production of chemical fiber filament fabrics in Shengze, Changxing, Xiuzhou, Longhu, Fuyang, Pingwang and Keqiao, combined with new locations in northern Jiangsu, Anhui, and Jiangxi, etc. The capacity, as measured by the China Filament Weaving Association, shows that in 2017, the total output of China's chemical filament fabrics was 48.2 billion meters, an increase of 7.59% year-on-year. The number of exports continued to grow. According to statistics from China Customs, the total value of China's textile export trade reached US$115.697 billion in 2017, an increase of 4.54% year-on-year. The export volume of textile fabrics was 29.889 billion meters, an increase of 4.64% year-on-year. The total exports of chemical fiber filament fabrics reached 14.122 billion meters, an increase of 10.02% year-on-year. The export volume of chemical fiber filament fabrics accounted for 47.25% of the total export volume of China's textile fabrics, representing an increase of 2.31 percentage points compared to 2016. It continued to maintain its position as the largest export fabric, and its export contribution rate was as high as 96.96%.


Investment continued to rise. According to the statistics of the National Bureau of Statistics, in 2017, the actual amount of investment in China's filament yarn weaving industry was 42.584 billion yuan, an increase of 4.51% year-on-year. The main reasons for the continuous rise in investment are as follows: First, some companies actively implement equipment upgrades and upgrades around product development and cost reduction to increase automation levels; Second, with the improvement of environmental protection awareness of enterprises, 2017 will be used for wastewater treatment and green weaving. The investment has also increased. Third, some companies have successively built new projects in northern Jiangsu, Anhui, and Jiangxi. However, due to environmental restrictions, the investment in supporting printing and dyeing across the industry was only 5.571 billion yuan, a year-on-year decrease of 26.79%, and the rate of decline was 13.18 percentage points higher than in 2016.


Industry economy is good. According to statistics from the National Bureau of Statistics, in 2017, the total revenue of owner-operated synthetic textile weaving processing business in China was 108.623 billion yuan, a year-on-year increase of 9.65%, and the growth rate was 5.78 percentage points higher than 2016; the total profit was 5.175 billion yuan, a year-on-year increase. 23.13%, the growth rate was 19.98 percentage points higher than that of 2016; the profit rate was 4.76%, which was an increase of 0.52 percentage point from 2016. The steady growth in revenues is partly due to the relatively low level of economic operation in the entire industry in 2016. On the other hand, the market demand in 2017 continues to grow, and companies have sufficient orders.


Wang Jiayi pointed out that in 2018, a green production technology reserve will be established around wastewater treatment, reuse of water, energy conservation and emission reduction, recycling, etc., to promote enterprises and industrial clusters; establish a team of experts to conduct guidance and acceptance of enterprises. Work, and strive to achieve 100% of the entire industry sewage treatment within 3 years, water reuse 100%; take advantage of industry transfer opportunities, high standardization and construction of green filament weaving industrial park; continue to carry out the "innovation-driven, green development" theme under a series of activities; Carry out intelligent weaving demonstration project recommendation activities.
